A lever number followed by 'N' means the lever must be in the Normal position; 
followed by 'R' means the lever must be in the Reverse position.
Column "Call On" indicates if the signal can be cleared to occupied track. 
When a signal requires a train to be 'cautioned', the signal must be kept at danger until the speed of the train is sufficiently reduced (approx. 10 mph).

Other locking arrangements :

Ground-frame levers F1, F2 and F3 are released by lever 12.
Conditions for 12 reverse : 71N, 17N
When 12 is reverse, 71 and 17 are locked.
Levers F1, F2 and F3 must be returned to normal before 12 can be returned to normal.
